If you’re running both IIS and Skype on your development platform, make sure you uncheck the "use port 80 and 443 as alternatives for incoming connections" checkbox in your Skype Options / Connection tab. If it’s checked, it will prevent IIS from starting (IIS fails with a Unexpected Error 0×8ffe2740).
